Based at the Port Stephens Fisheries Institute in NSW, Carl Bevilacqua is a Senior Fisheries Manager within the Aboriginal Fishing and Marine Conservation branch for the Department of Primary Industries and Regional Development. Along with being project lead for the Aboriginal Cultural Fishing Local Management Plan trials, Carl also leads the Aboriginal Fisheries Business Development Program, a two-year program to support the development of new, economically viable fisheries businesses that are owned and managed by Aboriginal community organisations in NSW
